The overall topic of the 2006 CHER Conference “Systems Convergence and Institutional Diversity?” takes as a starting point the European Bologna Process and its effects on the issue of convergence on the systems level and diversity on the institutional level. However, processes of convergence and divergence can not only be observed in Europe and are not only triggered by the Bologna reforms. The General Agreement of Trade in Services (GATS) has caused a heightened awareness of higher education as a global trade and marketable commodity. In addition, well developed higher education systems outside Europe are reacting to the attempt to create a European higher education area and will take measures to increase their competitive advantages or at least try to guard them. Other countries are taking steps to reduce the gap between the major players in the global knowledge production systems and themselves by investing heavily into their own higher education systems.
