The Center on International Education Benchmarking, a Programme of the National Center on Education and the Economy (NCEE) provides analyses of socalled top-performing education systems in different countries. Among others, the analyses take a look at the reasons for the good performance of the respective education systems. You can find an analysis of the Netherlands from 2015.
