The Thesis Database of the Turkish Council of Higher Education provides a good overview over research in education in Turkey starting from 2012. As it is not possible to link to the result list directly, here a small explanation on how to get there: Under "Subject" choose "Eğitim ve Öğretim = Education and Training". Under "Thesis Type", you can narrow your search to PhD thesis only, for example (or masters, or...). "Access Type" = "Authorized" will only show you theses that are accessible in fulltext. You can also choose the language in which the thesis is written, although all theses have a translated English title and abstract. Of course, you can also use key words for your search. Once you got the result table, you can click on the Thesis No. on the left to get detailed information (and / or the fulltext). At the bottom of the table, you can furthermore add two columns: university (where the thesis was written), and language (in which the thesis was written).
