This is the first report of the Commission for Equal Rights for Persons with disabilities, which was established in the year 2000 under the Israeli Ministry of Justice. Unfortunately, the report of 2011 (Word document download) is only available online in Hebrew. You can find some more background information in a presentation during a workshop of the Commission.
