This background report for the OECD-review of the Norwegian tertiary education system has been written by NIFU STEP, an independent research foundation, on behalf of the Ministry of Education and Research, January 2005. It describes among others the national context of higher education and the labour market tertiary education, gives an overall description of the tertiary education system as well as the regional dimension in Norwegian higher education, outlines the role of higher education in research and innovation and summarises policy developments 1994-2004.
