The RIHE presents on its website as a National and International Center of for Research on Higher Education in Japan. The Institute functions as the central node of a network of research workers in higher education nationally and internationally. Over 400 researchers in higher education in Hiroshima and other universities are actively associated with the Institute. In co-operation with OECD and Unesco major educational conferences were carried out by RIHE. A graph titled "Higher Education Reforms in the 21Century" reflects the focal points and the diversity of the research program. One out of these focal points is the more active competition among national universities in the framework of 21COE (Center of Excellence Program).
