Changes in Child Care Staffing , 1994 - 2000, is the first large-scale longitudinal study based on observations of quality in the same childcare centers in three California communities at three points in time (1994, 1996 , and 2000) . Through interviews with teachers and directors, the study captures the characteristics of teachers and directors who stay at , left or entered the centers, and provides information about where they go when they leave their jobs . Further, it addresses questions about how the instability of teaching and administrative staff impacts efforts to improve and maintain the quality of centers .
