In 21 sections the China-Fourth Basic Education Project for the implementation of universal primary education is described. Financially supported by the World Bank a complex programme is being carried out in 90 districts of the six poor and remote provinces of the country ( Guizhou, Hainan, Heilongjiang, Hunan, Shanxi Yunnan), which is especially directed towards the promotion of ethnic minorities.
