"The current transformation in the post-communist countries is, true, a radical, but nevertheless a typical case of the general societal change which pushes ahead decentralization and liberalization in its present phase of globalization. GATS (General Agreement on Trade and Services) is part of an organizational and institutional network which supports and directs this development. The implications for education as part of a "service market" can be seen with all their consequences only after analyzing in more detail the trends of schooling and education: change of paradigm of the idea of education, a merging of school forms and levels, corporatization of public institutions, technical progress in e-learning and opening of the education market for international companies..."
