"While some European countries (e.g. Finland, the Netherlands, Austria and Sweden) have undertaken considerable efforts in the 80ies and 90ies to reform and further develop their schoolsystem, developments in Germany have rather been of selective nature. For this reason and in the context of PISA, the question is posed what makes the difference in the current school development in Europe in order to find benchmarks for the urgently needed reform efforts.
