Finland

The development plan is based on the education and science policy objectives set in the Finnish Government's strategy document. The point of departure in the development plan is to ensure that basic security in education is realised. The aim is to prevent exclusion and to intervene at the earliest possible stage in risk factors, thereby realising basic security in education for all at all levels of education. The implementation of the aims set in the development plan will be evaluated in 2005 and 2007.
