Das russische "Bundesinstitut für Bildungsentwicklung" (FIRO) wurde 2005 aufgrund der Zusammenlegung mehrerer Institute beschlossen (Research Institute of Higher Education, Institute of General Education, Professional Development Institute Education, Institute for Development of vocational education, the Institute of National Education Problems). FIRO wird vom russischen Ministerium für Bildung und Wissenschaft verwaltet.
