The FES is conceived as a mechanism that enables the Education Division at the Ministry of Education to provide, among others, a range of innovative educational initiatives in the field of literacy support. It develops and manages educational programmes: the Hilti Programme ( family literacy clubs, named Hilti Clubs, are aimed at students in the early primary years and their parents); the Nwar Programme (the Nwar Service trains teachers to work with students most at risk of educational failure within a family literacy context); the Malta Writing Programme ( there are training courses for teachers and school support offered, besides familiy writing clubs); the Parents in Education Programme and Lifelong Learning Centres (to promote and enhance parents' lifelong learning as well as their social and economic integration); Training, Development and International Projects Unit (it provides teacher training and project coordination on an international level).
