This discussion paper (PDF-file, 56 pages, 1999) is intended to stimulate discussion and debate that will inform the work of the NCCA and assist in the development of curriculum guidelines that will provide access to an appropriate education for all students with general learning disabilities. Section 1 provides a brief historical background, looks at current provision for students with special educational needs, and discusses the significance of the Report of the Special Education Review Committee (1993). Section 2 discusses the concept of special educational needs and the principles of education for students with special educational needs and explores issues of curriculum development in this area.
