Participation and Civic Education in International Comparison

"Democracy ... a challenge" - although the poster shown here, created by the US administration around 1940, is quite old, it couldn't be more up to date. Autocratic tendencies seem to be on the rise again worldwide, even in the oldest democracy in the world. And it turns out: democracy is hard work.

In the educational sector in Germany, this is referred to as "Demokratiebildung" (democracy education), but also as "politische Bildung" (political education) or "staatsbürgerlicher Erziehung" (civic education). In English-speaking countries, you often hear the term "civic education", but also "education for democratic citizenship" or "political education". This dossier will focus on these topics from an international perspective: It offers freely accessible information on the subject of democracy education worldwide.

Among other things, it will also examine the question of how democracy education can actually contribute to a better democratic society. In any case, there is hope, as a 2024 academic paper on the topic of "reversing autocratisation" shows: "A key finding is that 48% of all episodes of autocratization become democratic turnarounds, which increases to 70% when focusing on the last 30 years. The vast majority of democratic turnarounds (93%) lead to restored or even improved levels of democracy." (Nord; Angiolillo; Lundstedt et al., 2024)
