"The Qualifications and Curriculum Authority (QCA) has responsibility in England to monitor and evaluate the early years curriculum and as a part of this programme commissioned an international review of the early years curriculum in 20 countries." This document is the resulting report which has two parts: "Firstly, ... an interim report which formed the basis for a discussion of key issues across the participating countries at an international seminar; and secondly, ... a final report." The interim report consists of the following chapters: 1) context of early years policy and practice; 2) curriculum organisation and content; 3) assessment frameworks; 4) staffing and qualifications; 5) regulation and quality assurance; 6) access and equal opportunities. The seminar and final report provide an concentrated version of these issues. In an appendix the curriculum frameworks of the participant countries are described. (DIPF/Bi.).
