The objective of this study was to analyze and present in an easily accessible manner the variety of reforms targeting in-school vocational orientation services that have been introduced in Germany over the last ten years. Reforms of this nature have been introduced at both the federal and Länder levels. Compiling the details of these efforts, the study provides a tabulated overview of all relevant reforms, legislation and regulations. The study delivers a critical assessment of these reforms and the context in which they are introduced. It examines what impact federal-level reforms have had on the Länder level and identifies differences and commonalities in reforms introduced at both levels. Drawing on this information, the study then emphasizes ten points key to developing an effective system of vocational orientation throughout Germany: 1. Consistency across the Länder needs to be strengthened, 2. Consistency within the Länder needs to be strengthened, 3. Financing structures need to be designed for long-term success, 4. In-school vocational orientation services need to be linked to a core subject, 5. Vocational orientation needs to be integrated into overall school development plans. 6. Stable cooperation between schools and partner institutions should be fostered Point, 7. Cooperation should be integrated across levels (horizontal and vertical cooperation), 8. Vocational orientation should be intensified at Gymnasium (secondary, academic- oriented) schools, 9. The effectiveness of measures for vocation orientation needs to be more carefully evaluated, 10.
