The policy papper of the International Publishers Association recognises the complementary and beneficial role that Open Educational Resources can play in the educational environment. However, in the IPA's view the OERs also bring challenges for sustainability, quality, and efficacy. They also fear that government funding of OER development can restrict choice and plead for a discussion of these issues.
