On-the-job learning in Finland - the Education System under the National Board of Education
In order to maintain Finnish society in its place in know-how competition, the Finnish education system has to be rebuilt from the ground up (Sitra 2000: 9). Our education system needs to be more productive Â– effective, efficient and economical. These demands force us to search for new models of education. What has been done thus far? The Finnish education policy has always been modified according to the current needs. Various structural, economical, social etc. changes have created needs to renew and develop the educational legislation, norms and, in general, the relationship between power and responsibility in the levels of the state, municipalities, economic life and the providers of education. The role of the learner has been central when economical responsibility,equality and the choices of a single individual have been considered in relation to educational changes.
