The Foundation was founded in 1993 by the Minister of National Education, as a State Treasury Foundation, under Polish law and registered in the District Court. The Foundation initially managed PHARE programmes and at present manages the Connmunity programmes: SOCRATES and YOUTH. The Vice-Minister of National Education is the chairman of the Foundation Board.
