The Consultation considered the field of early childhood education and how services developed for young children can respond to children with special educational needs. The emphasis was on examining the nature of the services that should be provided rather than focusing on children with disabilities. The Consultation addressed the problem of providing the quality services needed in both industrialized and developing countries. The guiding principle in the Consultation was inclusion. The basic premise of inclusion is that all children should learn together (i.e. all children are entitled to benefit from services in the community together with their peers). The focus was on the young child (birth to six), based on an understanding of the value of early intervention to prevent and ameliorate conditions that put children 'at risk' of delayed or debilitated development. The challenge presented to those who participated in the Consultation was how to create an understanding of inclusion and how to develop inclusive policies and programmes that focus on the provision of services for all children, rather than developing separate strategies to meet the needs of children with different abilities.
