Editorial [Öffentlichkeit und Markt: Wozu ein öffentliches Bildungswesen?].

In der neueren internationalen vergleichenden Forschung werden in verschiedenen Formen starke Privatisierungstendenzen im Bildungswesen beobachtet, und auch in den politischen Reformdebatten werden Maßnahmen zur Stärkung privater Initiativen häufig als Lösung für Probleme im staatlichen Bildungswesen vorgetragen. Zum anderen werden die Implikationen der starken Privatisierungstendenz von Bildung, Bildungsangeboten und Bildungseinrichtungen nicht ausreichend ausgelotet und diskutiert. Vor allem die Dimensionen der Gerechtigkeit/Gleichheit und der Demokratie/Demokratisierung werden in den Diskursen bestenfalls sehr oberflächlich berücksichtigt. Gerade auf Letzteres wollte das Magazin erwachsenenbildung.at reagieren und hat eine vertiefte Auseinandersetzung mit der Beziehung zwischen Öffentlichkeit, Markt und Bildung angeregt. Ziel dabei war es, mehr als die bekannten Schlagworte (Markt vs. Staat; repräsentative vs. partizipative Demokratie; Verwaltung vs. Management; Politische Bildung vs. Demokratiepädagogik etc.) greifbar und denkbar zu machen. So wird von den Beiträgen u.a. aufgezeigt, dass die Verzerrung und Überbetonung der "Kapitalisierung" mit einem entsprechenden Schwinden der sozialen Einbettung von Bildung und Lernen und deren Bedeutung für die Demokratie einhergeht; dass die Akteurinnen und Akteure der Weiterbildung, insbesondere die Träger und Verbände, Mitverantwortung an der zunehmenden Ökonomisierung des Feldes tragen und wie sie dazu beitragen können, "Allmenden der Weiterbildung" im Sinne eines öffentlichen Gutes zu fördern. Schwerpunkte bilden weiters Diskussionen um den boomenden Markt der Deutsch als Zweitsprache-Ausbildungen, um den Markt(un)wert Politischer Bildung und kritischer Finanzbildung sowie um Herausforderungen der Erwachsenenbildungseinrichtungen zwischen Markt, Steuerungsmechanismen und Konkurrenzdruck nebst einem Plädoyer für Bildung als ein "Öffentlichkeit-Lernen" in einer politischen Öffentlichkeit und der Einschätzung zweier Politikjournalisten zum Demokratieverständnis der ÖsterreicherInnen. In more recent international comparative research, strong privatization trends in the education system have been observed in different forms, and in political debates about reform, measures that strengthen private initiatives are frequently proposed as solutions to problems in the public education system. However, the implications of this strong trend to privatize education, educational offerings and educational institutions are not sufficiently explored and discussed. In the best case, the dimensions of justice/equality and democracy/democratization above all receive very superficial consideration in the discourses. It is precisely to the latter that The Austrian Open Access Journal on Adult Education (Magazin erwachsenenbildung.at, Meb) wanted to respond, thereby encouraging a deeper examination of the relationship between the public sphere, the market and education. The goal was to make tangible and conceivable more than just the familiar catchphrases (market vs. state, representative vs. participative democracy, administration vs. management, political education vs. democracy education). The articles show that the distortion and overemphasis of "capitalization" go hand in hand with a corresponding decrease in the social embeddedness of education and learning and its significance for democracy, that those who are active in continuing education, especially the providers and associations, bear a share of the responsibility for the increasing economization of the field and also how they can perceive this shared responsibility. Further areas discussed include the booming market for German as a Foreign Language training programmes, the (lack of a) market value for political education and critical financial education, challenges in adult educational institutions between the market, control mechanisms and competitive pressure along with a plea for education as "public sphere learning" in a political public sphere and the assessment of two political journalists to the state of democracy of Austrians.
